The ability to identify, recruit and hire skilled job candidates and quality employees is a key concern for employers in today's fast-paced labor market. More and more business needs demand a diverse and a qualified pool of job candidates from which to recruit. Like individuals from many other minority groups, people with disabilities aren't typically well represented amongst the job applicants that are attracted through a company's regular recruitment efforts.
One of the most productive ways to recruit talent from the community of people with disabilities is to develop working partnerships with state agencies and community organizations that train and/or support people with disabilities to advance their careers. Two such state agencies include:
The Division of Vocational Rehabilitation Employer/Business Services
The Division of Vocational Rehabilitation (DVR) Employer/Business Services - DVR provides "no cost" public funded services to employers and businesses operating in the State of Washington. These services include: access to job seekers with disabilities; information on disability-related resources and work place technologies; consultation and training on the hiring or retention of applicants and employees with disabilities; how to create a barrier-free facility; and ways by which to improve customer service.

The Department of Services for the Blind - Employer Services
The Department of Services for the Blind (DSB) considers its employer partners as one of its most important customers. Its Business Advisory Council (BAC) represents one of its key partnerships to provide quality services to its blind and visually impaired participants and its community and business partners. The Business Advisory Council is a group of employers dedicated to promoting the employment success of individuals who are blind or low vision. The BAC will network with other employers to establish a positive hiring environment for DSB participants, and work with other employers to promote the employment and retention services and products of the Department of Services for the Blind.

ACCESS Job Fair
The ACCESS job fair is an annual conference and job fair that has been held in Seattle, Washington every year since 1994. ACCESS focuses on the employment of people with disabilities through networking and interactive education. The goal of ACCESS is to meet the employment needs of area businesses through the hiring of qualified employees with disabilities. The ACCESS job fair is considered a national model for facilitating employment of people with disabilities.

EMPLOYER ASSISTANCE AND RECRUITING NETWORK (EARN)
The Employer Assistance and Recruiting Network (EARN) is a free service that connects employers looking for quality employees with skilled job candidates. Employers can reduce their recruiting time and costs by posting jobs with EARN. At no cost, Employers can post jobs and EARN will circulate them to a large network of employment service providers and others who have access to qualified job seekers with disabilities.
EARN is not a resume bank or a job board. Using their network of employment service providers, they perform customized searches for each job posting. When a job seeker who meets the job qualifications is identified, EARN notifies the employer. EARN also supports employers by providing technical expertise and guidance on topics such as job accommodations, legal issues, and other management questions.
What EARN can do for you
As an employer, when you sign up with EARN you get such services as:
- unlimited job postings distributed to numerous local employment service providers who work with people with disabilities, such as colleges and universities, state vocational rehabilitation agencies, non-profit organizations, career one-stop programs, and professional associations;
- screening and referral of candidates that meet your job requirements;
- Access to EARN's members-only extranet database. This database allows you to easily submit and edit job postings at your own convenience;
- Free Disability Employment Consulting Services.
EARN has resources to help employers in every stage of the hiring process. AMERICA'S JOB BANK

- Free access to a resume bank where resume postings are no more than three months old;
- An exceptional job-posting feature designed to meet a company's specific needs. Job postings are run for two full months and employers get full reports on their job postings, and the responses to them; and
- The opportunity to take advantage of having corporate recognition and visibility on the RECRUITABILITY site.

Workforce Recruitment Program
The Workforce Recruitment Program is coordinated by the Office of Disability Employment Policy (ODEP) and the U.S. Department of Defense. Its aim is to provide summer work experience, and in some cases full-time employment, for college students with disabilities. The program develops partnerships with other federal agencies, each of whom makes a commitment to provide summer jobs and a staff recruiter. Each year, recruiters interview more than 1,500 students with disabilities at college and university campuses across the nation, and develop a database listing the qualifications of each student.
